Public Offer

This document constitutes a public offer (the "Offer") from BrainScale Solutions LLC (the "Provider"), a company registered in the Republic of Armenia, address: Malkhasyants 1, 11, Yerevan, tax ID 00214717, to any individual or legal entity (the "User") who accepts the terms below.
Payment for any tariff of the Celestia VPN service (the "Service") by any of the available methods constitutes full and unconditional acceptance of this Offer.
1. Subject
The Provider grants the User access to the Service — a software and hardware platform routing traffic through an encrypted VPN tunnel. The User pays for access for the chosen term according to the current pricing.
2. Service delivery
- Access is activated automatically once payment is confirmed.
- The access period equals the paid term and is visible in the account.
- The Service does not auto-renew: renewal requires a new purchase initiated by the User.
3. Rights and obligations
The User undertakes not to use the Service for any activity violating the law of the User's country or the jurisdictions through which the Service operates, including but not limited to: distribution of malware, DDoS attacks, fraud, or material related to the exploitation of minors.
The Provider may restrict or terminate access without refund in case of a breach of this Offer.
4. Liability and warranties
The Provider makes reasonable efforts to keep the Service available, but does not guarantee uninterrupted operation and is not liable for downtime caused by force majeure, third-party actions, upstream provider failures, or regulatory blocks.
Where use of the Service is impaired due to the Provider's fault, the Refund Policy applies.
5. Personal data
Personal data is processed in accordance with the Privacy Policy.
6. Amendments
The Provider may amend this Offer unilaterally. Amendments take effect upon publication on celestiavpn.com. Continued use of the Service constitutes acceptance of the amended terms.
7. Governing law
This Offer is governed by the laws of the Republic of Armenia. Disputes are to be resolved through negotiation, failing which they shall be submitted to the courts of the Republic of Armenia at the Provider's place of registration.
